PS4 - Killer not stunned by pallet

I have been noticing this issue for several months now where killers are not stunned by pallets even though I am getting "killer stun" scoring event. They are not running any perk to help with stuns like Enduring. I will stun the killer and they will immediately be moving as if they were not stunned at all. I just had a match where I stunned the killer, they were pulled to my side of the pallet and were able to immediately grab me as I jumped the pallet because even though I received "killer stun" scoring event they were not actually stunned. I've heard some say if the killer is mid swing/power it will let the avoid being stunned even if survivor receives the scoring event for a stun.

Steps to recreate

1. Play as survivor in public match against killer that is not running anything to help with stuns. PS4 with crossplay off.

2. Stun killer, they will make sound while already moving as if they were not stunned.
