Adept Killer not unlocking

Play as a killer, fulfil the requirements for Merciless Victory to show up at the end screen using only the killers own perks. Merciless Victory does show up at the end but the trophy is not awarded. Despite the game telling me it was a merciless victory, and despite getting nine or more hook actions, the devout emblem is silver.
I tried this as Oni and never got the trophy, but I tried as Hag and did. I don't know why one worked and one didn't.
If this was only a visual bug, I would have been awarded the Adept.
