Unable to pick up downed survivor from basement stairs (Shelter Woods)

PC killer, 2 PC survivors, 2 Console survivors.
Downed survivor can't be picked up from basement stairs (see screenshot).
Have downed survivor stay in the same position as the one in the screenshot

Just had this happen to me on another map, I thought it was a hack or something at first because she also managed to get back up on her own, though she didn't seem to have any perks or items that would allow her to go from dying to injured on her own.
