Healing & The "Injured" State

I'd like to propose a small change to the "Injured" state; your heal progress slowly regresses over time like a gen does after it's been kicked. The only thing this does is prevent survivors from 99%ing a heal; as it is right now, a survivor with Dead Hard and Resilience has free access to both of those perks, which are normally "risk/reward" in that you are rewarded with extra action speed/a dodge at the cost of having to play injured. However, a survivor with a med-kit or Self-Care can simply heal themselves to 99% and have free access to both those perks while having none of the involved risk since they can easily get back to Healthy at any time.

Any thoughts?
