"Stake Out" doesn't trigger after depleting a toolbox

As the title suggests, once you've depleted a toolbox and continue working a gen "Stake Out" won't trigger if you hit good skill checks. No tokens will be consumed and it's as if you don't have the perk equipped. The only way to fix this is to let go of the gen and continue repairing it again.
