If you don't want to make changes to prevent camping, then why not buff Camaraderie a lot?
Devs don't seem to really look onto camping problem in this game. They once said it was a legit strategy.
But in my opinion, you can be very unlucky and get downed after 30 seconds of the trial. Waiting in a lobby for 10 minutes to find a game after 7p.m. and being camped all the game is very frustrating. Wait 10 minutes, then get camped to be sent back toa lobby and wait another 10 minutes.... still not sure if the next killer will camp too.
So, why not buff Camaraderie, which is not very useful right now (never really see anyone using it) so it could stop the hook timer (on any sacrifice phase) when the killer is within 42 meters of the hooked surv. The timer could restart right away when the killer is further than 42 meters and at the moment he gets back in the 42 meters range, it stops again.

(This is a perk buff suggestion ONLY because devs don't seem to care about the problem of camping, but in my opinion.... what i just described in this post should be a standard game mechanic beyond just a perk)

I don't think you realize how large 42 meters is.
And blah blah blah anti-camping mechanics like this generally result in survivors abusing it. Thankfully your idea's for a Perk and not for a basekit change, but there are a LOT of situations where Killers will enter a 42-meter radius of a Survivor they've hooked that don't involve camping.
Also, from my understanding Camaraderie, while not very popular, is a genuinely decent Perk. It, however, requires a very well co-ordinated SWF team to make proper use of, and against the overwhelming majority of campers, Borrowed Time and/or genrushing is a better plan, because Camaraderie is more useful against skilled campers trying to genuinely create pressure, not garden variety Basement Bubbas. That doesn't mean changing it isn't a good idea (in fact, it probably is) but it's not like it's total garbage.
That's not to say I'm against changes to disencourage camping. Two changes I'd be fine with getting behind: Reworking Insidious, and making parts of Kindred basekit for all Survivors.

Yeah I said 42 meters but it was more like a shot than something really calculated, it could be 20 meters.
I just wanted to put this idea on the board.

As a killer, I'd have no problem with the general idea. That sounds like something I could notice pretty easy. I do think the distance would be a huge issue. Even 20 meters sounds drastic. Sounds like it'd be really hard to get any sacrifices at all if the timer stops every time I have to race a survivor to a hook.
Plus, think about what that would do in terms of wasting time. You'd make a lot more ring-around-the-rosey situations happen. That just sounds exhausting. Definitely think it would be abused.
