Remodeling Weak Perk | Killer Edition

Prologue
Are you tired of having a collection of perks that you'll never use because they are either super situational or bad at what they do? Or generally, just awful? Well, fear no more because your perks are about to be remodeled!
Monstrous Shrine
When picking up a survivor, a random hook within carrying range will be highlighted in a white aura.
Hooking a survivor on that hook will grant the following bonus:
- Decreases both self-unhook and unhook speeds by 15%/20%/25%.
- Increases sacrifice speeds by 15%/20%/25%.
Basement hooks always grant these bonuses.
Dying Light
Become obsessed with a survivor.
The Obsession starts the trial with a 10% repair speed bonus (80 Secs > 72 Secs).
When the obsession is injured, all survivors suffer a 10% repair speed penalty.
Whoever healed the obsession to full health will scream and become exposed for 40/50/60 seconds.
Blood Warden
When a survivor opens an exit gate, it becomes blocked by the Entity for 40/50/60 seconds. During that time, the collapse will deplete at half the normal speed.
If you're within the exit gates, it becomes blocked by the Entity.
See the auras of survivors within the exit gates.
Hex: The Third Seal
Damaging a survivor with your basic attack causes them to suffer from these effects:
- That survivor and other survivors cannot see their progress bars.
- That survivor and other survivors cannot see their hook timer.
- That survivor and other survivors cannot see their item's charges.
When destroyed, all survivors suffer from the blindness and oblivious status effect for 40/50/60 seconds.

I feel like that would nerf dying light as 4 hooks results in more than -10% repair speed.
blood warden need no changes it does what it is supposed to do also that feels like a nerf kinda but i do get what you were trying to do.
monstrous shine would be too RNG like that and wouldn't do much unless you camped.
I don't think that the third seal change would do much really like tbh the only thing that matters in that list is the hook progress but survivors will just kinda know how far you are along and make sure to save sooner.
I have 2 rework idea's with those perks
Hex: The Third Seal: As long as this hex is active up to 2/3/4 survivors hit with your basic attack suffer from the blindness effect as long as this totem persists. When you hit a survivor with a basic attack while this totem is active they also suffer from the oblivious effect for 15/20/25 seconds.
Monstrous Shrine: For each survivor hooked in the basement all survivors get -15/-20/-25 % to repairs, cleansing, and opening the exit gates while monstrous shine is active. Monstrous shine is not active unless you are 32 meters away from the basement. Survivors in the basement suffer from the oblivious status effect.
