second wind bug

not sure if this is intended or not but i was watching a stream the other day and this person had For the People and Second Wind. When they For the People'd another survivor, their Second Wind meter didn't fill up, only a tiny fraction the meter did though.

this will sound kind of stupid but for the people switches a health state, it doesn't instantly fill up 100% in lightning speed
not sure if they will ever change it to charge up second wind
