the Skill-Based Matchmaking(SBM) system does not boot only for Hillbilly.

term：During the test of the Skill-Based Matchmaking(SBM) system
Only When the killer player of red rank use hillbilly, Encounter a novice survivor often.
The other killers were fine. The same thing had happened to the experts(PC) of Hillbilly.

It happened in the last rating that was implemented in August 2020.
If This is bug, Please fix.
