Idea that might eliminate the hatch stalemate (and open up other possibilities)

After yet another hatch stalemate that forced me to lose a sacrifice, I did some thinking on how we might be able to finally get rid of this plague that has infected this game for nearly 2 years now. I think I have a solution (of course, it would need some changes and tweaking, but this is the main idea)
The Killer will be given an alternative attack (use with M3 or E) that when used, stuns and slows survivor for a set amount of time. During this stun, the killer has the ability to grab the survivor regardless of their current health state. So in the case of the hatch stalemate, the survivor would have to skillfully juke the killer in order to escape through the hatch rather than wait for one of the other to make a move.
I have two ways this alternative attack might work:
Proposal 1: The Attack must be executed within around 0.5 - 1 meters from the survivor in order for it to hit. The attack has a 50% chance to hit for balancing purposes. If the attack is successfully hit, the survivor will be stunned for 1.5 seconds and will be unable to interact with anything. During this window the killer has a chance to grab the survivor, although the hit causes the killer to be on cooldown for 0.75 seconds and is set back around 2-3 meters. This gives a short, but what I think is a fair window for the killer to grab the survivor and take them to a hook.
Proposal 2: The Attack will be either a normal perk with the powers of Proposal 1, or a Hex Perk that is slightly more powerful than Proposal 1. The attack must be executed in a 1-1.5 meter range to hit, and has a 75% chance to hit. The rest is the same as Proposal 1.
I think it would be fair to make this one more powerful due to it being a Hex Perk, meaning it can be cleansed and deactivated by the survivors.
So, what do you think? Is it good? Is it #########? Should anything above be tweaked? Do you think this would be liable in-game and not just the hatch stalemate? Please let me know, because I really want to see something like this come to life. Or at least something to fix the hatch stalemate. Either one is fine.
