Self unhooking with Deliverance causes 1 second stuttering when running away

PC

When I have deliverance active, I will unhook myself then start to run away. After about 1 second, there will be a 1 second stutter that makes my character freeze and then continue running. In that time I am not allowed to perform dead hard or other actions.

I main Ace and usually run deliverance, borrowed time, iron will, and were gonna live forever (at least when I have seen this issue). Unhook someone to get deliverance active, then get hooked. Wait however long needed for a safe or unsafe kobe, it occurs either way. Start to run and notice it shortly after. It has happened every single time I do it. I cant confirm if it has to do with a console killer vs pc killer.

It has always been this way, and I thought it's a feature rather than a bug.
