Cooldown on flashlight so survivors can't run around you and click with them?

Interesting idea.
I think a better one would be to just ignore it.

When a survivor is using everything to get your attention (clicking their flashlight, running OoO, tbagging in front of you) just ignore them.
They will have to stick to gens and you will deprive them of their toy : you.
It's not worth the trouble of getting frustrated.
