Tunneling IS a strategy. Regardless or not if you like it. You can't give the killer the objective of "kill the survivors" and then slap an arbitrary limitation on it to stop them from making the smart play and getting someone out early for any reason. Usually because they are the weak link.
That would be like saying "survivors can now only work on one generator at a time".

You can't blame the victim, because they ARE the victim. In a video game about survivors vs killers. They are SUPPOSED to be the victim.
But yes, you can't blame the victim, nor can you blame the killer. It's part of their objective. Imagine gatekeeping killers doing their objective efficiently.
