Perk idea to "counter" pallet looping

Pallets within the terror radious of the Killer will be unusable after "x" time.

Bloodlust would work as intended and looping would be solved.

    But it'll only be a bandaid fix which is not the way the game's balance should be handled. Maybe make it a passive ability or something. Just not a perk. Killers shouldn't have to take a perk to counter bad design on the dev's part.
