breakdown's still broken

Breakdown still causes hooks to NOT respawn after being broken with it.

I'm falling for several matches that the survivors are abusing it and building to not be slugged (and without hooks there is no way to kill them)

I just had a match with 3 Breakdown users with boil overs and breakdouts. Can't say it was fun!
