Question for nurse players about her blinks

I'm slowly learning how to play nurse and I've been using the Plaid Flannel add-on a lot. I've played the Nurse on a few Autohaven maps and I've noticed that if you charge a full blink and you try and teleport over a car on a simple loop with a palet (eg. Gas Haven, loops in front of the gas station), the blink gets extremely slowed down when blinking over a car. Is this normal? Is there a tech to blink over the car without fully charging the blink? The Plaid Flannel tells me I'm not able to blink over it unless I have a fully charged blink.
