What if instead of obsession perks, Survivor perks have Perk Power
The idea is simple: all Survivor perks have their Power Level (name pending). Power Levels range from 1 to 5. So perks that show you teammates' auras or let you loot chests more efficiently have a weaker Power Level, while perks that bail you out of tight situations have a stronger Power Level.
The game will check to see which Survivors' perks, all added up, have the highest Power Level. Whoever is chosen becomes the obsession.
Examples:
- Bond will have a Power Level of 1 because it has a pretty tame effect.
- Exhaustion perks, like Lithe or Dead Hard, will have a Power Level of 3 since they assist the Survivor in chase.
- Former obsession perks, like DS or Mettle of Man, will have a Power Level of 5.
- Perks that reduce your obsession chances, like For the People or Blood Pact, reduce your overall Power Level by 2. Items like the Unique Wedding Ring will also have this effect.
This way, there will always be an obsession in the game (for those concerned about DS), and the obsession will usually be rightfully so (for those, like me, who want the obsession mechanic expanded on), as it lets the Killer know that the obsession has a stronger kit than all of their peers. If this isn't telling enough, items could be included as well when selecting an obsession.

The problem I see with this idea is the fact that the killer avoids a survivor because he is an obsession

True, but not every Killer runs an obsession perk.
