While its current effect is very nice, as one emergency medkit trumps one heel from other perks, just one medkit is not enough. However, we do not have to change much to its original design, just add slightly to it and make some other game mechanics fit in.

Reasoning
Now it's not a super huge buff, however, the ability to possibly find another medkit and abstain from being injured is quite the opportunity, almost like inner strength where you have to find bones to make it function. This also prevents you from guaranteeing yourself the heal with pharmacy, as if the perk guaranteed a heal, people could easily take advantage of the perk's design. A lot of people have been saying to make pharmacy have a much more impactful ability like giving you a ranger medkit, or guaranteeing it, but the problem with that is that it will affect greatly gameplay, for example, SWF or solos can bring S tier medkits and add-ons and then use pharmacy to continue the cycle if needed and essentially avoid wasting time with others to heal repeatedly(that's just one example and its situational). But overall this tiny effect will greatly improve Pharmacy, thank you

I have a slightly different idea
Unlocking chests is 40/60/80% faster
whenever you unlock a chest two items will spawn within the chest, one of the two items will be an emergency medkit
(does not work with appraisal on rummaging)

Having it affect rummaging (Appraisal) would also be nice.

Im sorry but the luck in this Game isn't a fun mechanic. Just look autodidact or slippery meat.

Maybe could be if you always are going to find after the first search, a Brown or a yellow med-kit
