Simple agitation buff

Faster pick up and hooking speeds. Right now the only perk that affects those is fire up but that perk sucks.

Remove the Terror Radius increase, set the movement speed to a flat number like 4.4 m/s and add an 5/10/15% pick up/drop speed buff.

agitation is... already super strong on territorial setup killers. just buff fire up.

I think Agitation is fine, its a solid perk, like someone else said, buffing Fire Up is more realistic.

Agitation is not too strong but is still useful. It is fine right now and doest need a change.

Fire Up is the terrible one. And Iron Grasp I guess
