In private matches with friends, are the offers and accessories of the killers used and therefore no longer reusable for the next matches (private and public)?

    Nope.

    You have access to all the existing add-ons and offerings in KYF lobbies (regardless of what you got for that given character in "normal" mode), and these are not consumed when used.
