Why Not Have 5 Tier Perks? WARNING: Word Vomit

It would be neat if each perk had 5 tiers, and they were each balanced around each rarity, with Tier 1 being common and Tier 5 being ultra rare. To reduce the grind, all perks will start out at Tier 1 when you start leveling up a character. Reaching Prestige one will make all perks start out at Tier 2, and so on to starting out at Tier 4 when you reach Prestige three.

Should the changes be implemented, the perks you currently own (and ones that have spawned in your current blood web) will have their tiers adjusted, so you will not lose the value of your current perks. This would only affect perks you do not own yet on your characters.

Below are some of the changes to tier and rarity. Rarity is based on the values provided by the game. Some perks will stay the same Tiers, while others will be upgraded by one or two tiers, depending on what it is.

    Spies from the Shadows - change to work at any range. Increases speed of stillness crows appearing.

  • Tier 3 - 50% chance, 16 meters (current Tier 1), 30% faster stillness crows

  • Tier 4 - 50% chance, 24 meters (current Tier 2), 40% faster stillness crows
  • Tier 5 - 75% chance, 36 meters (current Tier 3), 50% faster stillness crows.
    Unrelenting

  • Tier 2 - 20% cool down (current Tier 1)

  • Tier 3 - 25% cool down (current Tier 2)
  • Tier 4 - 30% cool down (current Tier 3)
    Whispers

  • Tier 3 - 48 meters (current Tier 1)

  • Tier 4 - 40 meters (current Tier 2)
  • Tier 5 - 32 meters (current Tier 3)

Again, sorry for the word vomit. If anyone has any suggestions to try to balance these perks out, let me know (based on current values). I realize this would not be the most attractive idea to most people, seeing how some good perks will only get worse tiers, but some okay perks will have better tiers to obtain as well.

    I thought the same thing but it'd give people something to blow their bp on and perhaps with other reworks would be nice.
