1) No
2) Why would you use any other Exhaustion skill over DH which is already the meta?
3) Not only do you neglect entire killer powers, you have an RNG get out of jail card on what is SUPPOSED TO BE a "hard mode" perk, why?In summary, you have a hard on for David. That's understandable, we all do deep down inside. It's nice and all, but keep it to yourself please.

Carrying a downed survivor would be very situational, borderline needless. While it would be helpful to move a dying survivor away from the killer to a safer area (or to escape with them on your shoulder), and it would be faster than their default 17% movement speed while crawling, it would just be faster to heal them to the injured state. If for whatever reason, they implemented this, I would have it at 75% running speed while carrying another survivor, and cannot trigger Exhaustion perks while carrying (interestingly enough, regardless of their running speed, all killers carry survivors at 92% speed), which makes Dead Hard unusable while carrying. While on another survivor's shoulders, the dying survivor would be able to recover until they reach the limit. Cannot pick yourself up while on another survivor's shoulders.
It was discussed that if Dead Hard was able to stun the killer by running into him, it should cause the user to be Hindered for 3 seconds, and increase the normal Exhaustion time by 50% (+30/25/20 seconds)
No Mither just needs a bleed-out timer when hit, so you have a slight chance to get away when you get hit (unless the killer has Deerstalker, then you'll be found anyway).
