why does Myers have 2 of what is basically the same add on?

so I looked at Michael's add-ons and realised that Judith's tombstone and tombstone piece allow the exact same thing but the rarer one actually makes him slower and requires him to stalk more. and my other question is when you play against a Michael with a one of the tombstone add-ons usually they have the unlimited tier three fragrant tuft of hair add on too. So my question is why have them both?

I know that there's lots of add-ons in the game that do similar things but I feel for these 2 what they offer is too similar

    Tombstone piece end ew3 immediately when you mori someone and judith's tombstone does not.
