I’m sorry if this is in the wrong place, but I’ve seen quite a few icons on this forum that look like they have a cage/jail cell door in front of them. What does that indicate?

It's a warning which reduces the amount of posts someone can make. The warning comes from breaching forum guidelines, such as making separate accounts, trolling, etc., but all details are in the forum guidelines.
