For the People - broken for challenge "Heal 10 health states"

I'm not sure if this is broken on purpose. I healed survivors from injured to healthy 3 times during a game, each time taking a "hit" from having used the perk and later healing to 100% myself so I could use it again.
The 3 times of healing them to full didn't count as a full health state on the challenge, in fact it counted for zero.
I believe it to be a bug as they are being healed a full health state each time.
