Dead by Daylight should no longer be affected by an outage. Players logging into the game between September 26 3PM ET and September 28th 3PM ET will receive 1M Bloodpoints as compensation.
Perk border visual glitch

Hey! I was playing normally and I noticed there's a white border in the perks like if they were "setting" the limits of them, but I think they're supposed to not be visible.
This glitch happens neither on survivor or on killer, I only tested it on PC, my friend also has this (PC).
This occurs every time I open the game. This also happens when the match is starting, with the offerings.
It is a bit difficult to appreciate without the zoom but this is the general view in perks:
