Ps4-Game loaded with only 3 survivors

I was playing as killer on Dead Dawg Salloon and the game loaded with 3 survivors. Normally when someone disconnects in the loading screen, the load bar stops just before full and stays there for a good length of time. This time it filled completely, but the match didn't start for a good few minutes.

Not sure what could have caused it but I will say that I was using a smartphone wifi Hotspot to connect to the internet, so that may be why. But I use a Hotspot all the time and this hasn't happened since the game ending when a player disconnects was implemented.

    This has also happened to me on Xbox. I loaded in as Survivor with only two other teammates and one Killer. It was on Haddonfield, and it was Nemesis. His zombies never spawned in the match at all, and we had 5 gens to do still. I do have a full video clip saved from my Xbox saved, though its only 5 minutes and most of that is probably me sitting in the lobby/waiting for the game to start
