Can Adam Wesker and Sheriff Hopper be legendary skins?
Adam Wesker in my opinion, has good character. I also think people would want to look to rock that sweet RE5 jacket. And them shades. I can see Albert Wesker either rocking that leather coat and boots with his sunglasses. If they want, they can make his eyes glow red in the dark.
Sheriff Hopper, I believe is another cool character. Can't wait for Stranger Things 4. They gave Chris and Clair their own sounds, I bet they'll be able to hire David Harbour to make grunting and screaming noises. I don't see why that'd be a problem, other then how anymore awkward it can be for Nancy.
You could give Wesker his S.T.A.R.S. outfit or his RE5 Umbrella outfit, which I think kind of looks cooler on him.
And you could give Hopper his Sheriff outfit. With or without the hat. I also think he should have his off-duty outfit when he's hanging around in his house, on the couch. Pills on the table, beer in one hand, pack of cigs in the other.

They might make it for Jill. Might keep it in some "Resident Evil" category. That'd be cool though.

They gave different sounds for Claire, they just have to hire people to do the voice acting. I understand why you'd say they wouldn't. Though, I don't see why not. I'd imagine them adding Ada Wong, Rebecca Chambers, and Ashley Graham. I might be wrong, who knows. They could do Lucas Baker as a legendary set for Leon, or for the Legion. Maybe, maybe not. It's pretty fun to speculate though.

Since when did Albert become Adam?
As much as I love Wesker, he doesn't fit into the "survivors" category whatsoever, he's been an antagonist throughout his whole Resident Evil history and is known specifically for it. Not in a single game was he a "good guy" or anything close to that. Sure, he might see himself as the "hero", but in reality he's simply a villain with god complex. Even in the first one, where tried to seem like a positive character half of the game. Hopper might work.
As for other characters - Ada Wong is the only RE character I would buy a legendary skin of.
And for Stranger Things it would be Robin and Billy (only if they look adequately and reminiscent of Maya and Dacre).

Yeah, I got his name wrong. Even if he isn't a killer, I'd still like to play as him in them bad@$$ glasses and overcoat. With them glow in the dark eyes. I respect your opinion though.

I got his name wrong... I get what you mean. Imagine the moment after he died, he thought he was going to accomplish his sinister goals, but he dies later on, but then he wakes up in a mysterious world. Only to find both Chris and Jill standing before him. His first response:
"Well, there goes that upgrade."
I'd imagine Steve and Nancy would be hanging out near the killer shack, and all of a sudden Steve just transforms into Hopper. It'd be pretty messed up enough if he became Johnathan.
