billy's engraving add-ons need to be reworked

Since the billy's base-kit rework, I feel like his engraving add-ons are only viable (with cooling add-don) out of his existing add-ons, but increased charge time would naturally mean more overheat. It just punishes the billy twice as much as it used to be before the rework. Yes, engravings are still pretty decent add-ons, but with the current situation, billy is just a high-risk, low-reward killer to play in the red rank. It's just not fun anymore, to play and to play against.
