Fix item heal efficiency

Ever since Cursed Legacy the item efficiency for self-care and botany knowledge have just not worked with each other, before you could get 2 heals off a brown medkit but now you just can't
Not sure if this was a balance change but I don't think anyone has addressed it
this happens every time you use botany with self-care. having streetwise with botany makes the efficiency work perfectly fine with a medkit and will let you get 2 heals

16 charges = 1 heal
33% + 20% = 53% bonus from perks
16 * .53% = 8.5 bonus charges
16 + 8.5 = 24.5 charges
24.5 / 16 = 1.5 full heals
I don't see the problem here
oh and streetwise adds 4 more charges for 1.75 full heals
just use selfcare to finish it off or something the math is correct this isn't a bug
