Unable to repair generator on one side (Ormond)

Description of the issue: No prompt was available to repair the pictured generator from the side shown.
Steps to reproduce (if possible): Try to repair this side of the generator in the corner on Ormond. See if you can.
How often does this occur: First time for me.

theres also bugged gens on hawkins and mothers dwelling, forgot to screenshot, will post if i run into them again.
