Description of the issue: The generator turns yellow when fully regressed instead of red.
Steps to reproduce (If possible): Use Ruin and Surveillance. Work the gen for a little bit and let it regress fully. You'll see the generator turn yellow instead of red.
How often does this occur: It's been bugged since Patch 4.7.0
