Clown's yellow bottles don't work most of the time

• Description of the issue
Whenever I use yellow bottles it's complete chance if they'll actually give you a boost (yes I am in the clouds when they turn yellow)
This seems to be the same for survivors too
• Steps to reproduce (if possible)
Choose clown
load into match
throw yellow bottle
watch the clouds start to fall through the ground
• How often does this occur
