Balanced Landing will not Activate

-PC/Steam player
-Balanced Landing has been used on two different maps, on three different locations, and hasn't activated any of these times.
-Use Balanced Landing. Fall from a Height. Get exhausted without getting speed boost.
-The first two matches I played this evening before switching to something that was activating.
Unfortunately can not exactly provide pictures of this happening, as still images does not show speed, but other friends in the lobby verified that they saw me fall from the second story of the snowy Ormund map building, and again from a hill, which has always provided me the speed boost before.
