Assuming the bugged Twins add-on descriptions are hinting at A.I. for Victor - this is a bad idea.
Most people have noticed by now, but another case of the Clown's Party Bottle leak has occurred, with changed add-on descriptions for some of the Twins' addons hinting at an upcoming rework to the Twins allowing Victor being able to roam while Charlotte is controlled.
I'm here to tell you that this is an incredibly bad idea, for one simple reason; it would be physically impossible to win a chase against a Twins player who used this to their advantage. All they would have to do is drive the survivor towards the roaming Victor, and the survivor would then be tag-teamed by the Twins. Being tag-teamed isn't a problem when only one Twin can be active at a time, but having both Twins chasing a survivor at the same time will lead to countless unwinnable scenarios. Nemesis' zombies work because they are incredibly slow, rarely end up in a situation where they can damage survivors unless the survivors make colossal mistakes, and don't deal damage unless the survivor is contaminated. Victor is none of these things, and should be none of these things.
But let's assume that, somehow, you can't chase a survivor with both Twins. Somehow. Even then, though, this would still be a terrible change because it would remove a great deal of the Twins' skillcap. Placing Victor strategically (no, not camping, I mean in high-traffic areas where he is likely to exert map pressure and ambush survivors) is one of the key components of playing the Twins. If Victor now roams the map idly, then all this is gone - the A.I. Victor will just roam around, and if the A.I. of the Zombies and bot Trapper is any indication, will not be very smart and will be missing pounces and being crushed often.
In the odd chance that somebody on the balance team is reading this post, I'd like to ask you to consider all this. The Twins do not need to be stronger in a chase, they have that down perfectly. Giving Victor A.I. would massively reduce the amount of intelligent, skillful plays you can do with their power, while making them essentially a powerless Nemesis with a stronger zombie.
If you have to add A.I. to their power, then add it to Charlotte - make it so that Victor can perform a channeled action while being controlled to get Charlotte to start slowly moving to Victor's location. This would mean that you could somewhat control the location of both Twins, as well as allowing for Victor to down a survivor, call Charlotte for later, and then go and latch onto someone else. When this is done, Charlotte should be at least somewhat close to the downed survivor, limiting how much slugging the Twins are encouraged to do by not forcing Charlotte to be five miles from any downed survivor. Just, please, don't make the Twins another killer with no map pressure but who creates near-unwinnable chases. Barring a few necessary changes, they are mostly fine as is.
