Perk Idea: Engineer's Proficiency

Engineer's Proficiency - You are proficient with the tools you use and know their workarounds. When using any item the sounds the item makes is reduced by 4/6/8 meters. Whenever you deplete a medkit, toolbox or flashlight, the next item you pick up of the same type will get proficiency bonus.
Proficiency bonus:
Flashlight - The blind duration lasts 30/40/50% longer and the range is slightly increased.
Toolbox - Starting to repair a regressing generator will cause it to gain 1/2/3% progress.
medkit - Healing someone suppresses bleeding for the same duration they were healed, unless affected by hemmorhage.
Why just these 3? Well it is an engineer's proficiency, not a locksmith(keys), soldier(flashbang) or tourist advisor(map)'s proficiency. But in case of flashbangs the sound is still reduced by 8 meters at max rank.
I know that this sounds like old tinkerer, but the difference between tinkerer and this is that old tinkere would change with every upcoming killer on the survivor side however we already have perks like pharamcy which makes it a sure thing to get a medkit, so a survivor side tinkerer might not be a bad idea.
The perk above can be ountered by most perks anyway and it requires a depeltion to have full effect so I think this would be a viable perk.
