How do I minimize game stuttering?

I play on an Xbox One S and for a while now I have been experiencing gameplay ruining stuttering. It happens during crucial moments like survivors 360’ing, lunges, pallet throws, etc… I know the community is aware of this issue because I see people talk about it on YouTube. I would just like to know if this is a hardware or software problem? Will I have more steady gameplay, less stuttering, if I was say, playing on an Xbox Series X versus what I have now? Or are these problems happening at the same rate on all platforms?

Swapping your mechanical HDD out for an SSD should help. It is really straightforward on PS4 although I don't know if it is the same on XBox.
