How do I minimize game stuttering?

I play on an Xbox One S and for a while now I have been experiencing gameplay ruining stuttering. It happens during crucial moments like survivors 360’ing, lunges, pallet throws, etc… I know the community is aware of this issue because I see people talk about it on YouTube. I would just like to know if this is a hardware or software problem? Will I have more steady gameplay, less stuttering, if I was say, playing on an Xbox Series X versus what I have now? Or are these problems happening at the same rate on all platforms?
