Raccoon City Recruit achievement doesn't unlock

Just escaped from a match in the RPD map, made sure to repair the gen in the main hall but the achievement didnt unlock.
Nobody got hooked that match (the Hillbilly was struggling with the map) and I repaired the special gen in coop.

Was the Gen by the statue or the gate?

Mages sense then. I also had the statue and didn't get it. Seems like it has to spawn by the front door to count.
