Red Herring resets after the cooldown if you don't repair another generator

Description: Red Herring's generator is "permanently" marked as long as the survivor never tries to repair another generator.
Steps to reproduce:
- Equip Red Herring.
- Repair one generator for 3 seconds.
- Enter a locker.
- Wait out the cooldown without repairing another generator, but outside the locker.
- Red Herring should mark the generator again once the cooldown expires, and entering a locker again will trigger the perk.
How often does this occur: Always, as far as I could tell.
