Problem after reinstalling the game on C

Hello, I recently installed the game on my main drive unfortunately I have a small quality problem I am in 3820x2160 and the game remains in poor quality had white streaks on the right side of the edges, Riva Rurner displays the FPS in very large so this confirms that the game remained in low resolution. I changed the resolution via Usergaming.ini I also used in game properties the commands -w [width] -h [height] -fullscreen -high and I also optimized via Nvidia Geforce experience, but nothing does the game remains with a poor quality at the level of resolution. Thanks for your help.
