How to balance 1v1s

if a 1v1 occurs then the survivor is dead or the kiler will be screwed either way its not fun, here are some options that can make these occurrences balanced.
Ban certain perks. No Noed, Nurses Calling, Iron grasp, Ruin?, adrenaline, decisive strike.
Remove all hooks but the basement ones
No Hatch

If you're 1 on 1 vs a killer, you should be Dead on hook. Its an Asymmetrical game.
