Can't buy decisive strike in show

- I am playing on pc through the windows store
- I'm from north America
- Haven't been able to buy Decisive since February
- I bought Decisive strike in February. I play Claudette and have her max prestige, previous to buying decisive strike though the shrine of secrets I had all the perks. I've spent millions of blood points on resetting the blood web multiple times over the last few months it still doesn't come up. In the shrine of secrets now it only gives me the option to get blood points.
