Pinhead with Hoarder and franklins should not be a thing
Its not that its even a strong build, its just pure annyoying. how is it that the perks make him see his own box? Hope this is fixed soon.

I mean, your problem is presumably with Hoarder, and not Franklins. It gives the killer a style of play that's slightly different from other characters, and has counter-play, and allows a perk that was never used to be played in the game. What's your problem exactly?

Like you said, it's not even that amazing of a build, why so upset with it? Your problem with Hoarder might not even be around that much longer anyway, something tells me the devs are going to take away yet another interesting gameplay tactic by making Hoarder not work with the Box (the one that you opened? that I came to?) soon.

There's some inconsistancies with how perks and powers interact, it's worth mentioning
For example: Blindness does not remove the auras of power-related things like Jigsaw boxes, Vaccine cases and so on. Undetectable doesn't remove the lullaby of Huntress and perks that affect skillchecks do not affect things that survivors need to do like snapping out of it or doing jigsaw boxes
In theory, this is so that perks do not upset the intended balance of those mechanics. Pinhead not being able to see where the Lament Configuration is located is an intentional design decision to the point where the addon that lets him see it, literally neuters part of his power in exchange
Now we have Hoarder and it's unique interactions with vaccines and the box. Are these intentional? Def not. I understand why people want them to stay as they add more reason to use a perk that by all other margins is completely useless. It is a bit of variety but it IS worth discussing because it's a design flaw nonetheless
The survivor who has the box not being instantly known to PH until they start solving is the intended design but Hoarder completely nullifies that.

I dont know how this build works together tbh, but I know its not fun to go against. I think the problem might be hoader?

I think it is good that specific perks work particularly well with certain killers. Does it give an advantage? Yes. Is it OP? No.
I'll leave it to someone else to whataboutism some killer and perk combinations that are much more of a problem but I think that since those exist and are pretty much accepted, this should remain as it is.

The problem isn't Franklin's, if the Cenobite is running it then imo it's a wasted perk slot. Hoader is working as intended and while yes it can give him some strong intel on where a survivor is, if the cenobite chooses to chase that 1 survivor, the other 3 should then be doing gens or whatever. For the Cenobite there is risk reward for him chasing the survivor with the box, if he wins the chase, he starts the chain hunt, if he doesn't he wastes precious time.
If your main issue is that it 'allows him to see his box' then you'd probably have an issue with Chatters Tooth which reveals the box's aura globally to him.
