Pinheads Power Has No Hit Box When Used Quickly

If you tap the button to use his power and fire off a chain quick, the chain won't have a hit box for a bit. So even if you "hit" a player with the chain, it will pass right through them if close enough to you.
It occurs often enough to be a pain trying to get a quick hit at a pallet when they toss it just to watch the chain go through a players head. Or when a player vaults when I am using the "Engineers Fang" to do some quick damage for it to also just phase through them because I did the action to fast.
