The Cenobite- Chains did not block exit- when downing a chained survivor at exit

Was playing Cenobite on Badham and caught a survivor with chains before they were able to leave and I downed them before all the chains were off of them and they still left. I believe it is supposed to block the exit if this happens. Also they were facing away from the exit when I downed them.
