About penalties
Hello,
As most you may already know, steam recently had outages. It happens that you might be in-match while this problem might happen, afaik you can't predict when a maintenance will be done. With that being said, if you're in a match while a maintenance is happening, you will receive a penalty for absolutely nothing.
My suggestion is: don't punish players for something they can't control. I think BHVR is capable enough to check whether it's client's fault or steam maintenance.
Another suggestion I have is to allow the player to reconnect in under two-three minutes, and until the player reconnects, a bot will play the character.
It's honestly starting to be annoying to get punished for something that you haven't done.

The system should be easily able to tell the difference between the two and give better punishments for actual quitters bigger time penalties.

How does the system tell the difference between losing connection and the player unplugging their ethernet cable?

Would be most likely are they hooked how many hooks how frequently do they disconnect, was the match winning? Losing? I am sure these are some factors they can utilize and assume what happened and then the process takes the appropriate steps and actions. I do know this is possible but not entirely sure the exact means of it.

It's impossible for the system to tell whether a player is deliberately disconnecting themselves or has a genuine internet issue - that's why they are all categorised the same. The disconnect penalty is kept low initially for the times when there is an issue as disconnects from Server issues are very infrequent and it's often on the users end where the issue occurs.
Steam maintenance is scheduled and that's out of our hands, but it's also something that happens the same time every single week so it's not too difficult to avoid playing at that time, or if you are disconnected due to being mid match and not noticing, then the 5 minute penalty will be up prior to the maintenance being completed so you wouldn't have lost any game time anyway.
There are no plans to implement a "rejoin system" afaik, this is something that I believe would struggle to work within DbD as with it being such an asymetrical game, people tend to leave for all sorts of reasons and a ragequit from a game shouldn't give the player the opportunity to rejoin instantly - it should give them time to cool off a bit, which is does quite effectively.

Steam maintenance consistently starts around 4 P.M. PST every Tuesday. Lion King is playing in the background right now, and just finished “Be Prepared”. So.. be prepaaaaaaaired! 🤣

That is a lot of nice and wonderful PR talk. But it does not address the issue.
I encountered it multiple times myself when Steam had brief outages (outside their usual maintenance schedule) and while watching people stream DBD on Twitch.
All you are saying here is that its out of your hands, wrapped up in a lot of fluffy and cozy PR language.
Maybe that is not good enough.
The game itself gives out a specific error code and it should be possible for the system to cross check and verify if steam has a brief outage.
I think its just a matter of effort to put these kind of implementations into the game to prevent these issues.
A player should never be punished for something they didnt do.

what's the problem with not kicking a player the moment they lose connection? let them stay idle for 15 or 30 seconds before disconnect instead of basically ending the match immediately for everyone

I appreciate the time and effort for your response, but it still doesn't address the issue as the person above mentioned.
It happened two times, respectively on 12/10 and 13/10. Let's just say the player has disconnected multiple times previously and the penalties has increased over and over. Their ban just expired and played a match, but a steam maintenance is happening. The player is disconnected and received a 24h ban. In your honest opinion is this fair for the survivor?
I'm aware that BHVR is capable to check for steam issues, an example would be to check if thousands of disconnects are happening in a very short time, they could identify if it's a steam issue or not.
By your post, I understood that BHVR don't care about the players, they would prefer to "trash" talk and let their players to be on their own, figure things on their own and be punished for something they are not responsible for rather than fix their game.
Most online game has a system to check for steam issues so they don't punish the player for it. If I'm being honest, F13 has less bugs than DBD does, and the fun fact is that f13 is discontinued.
There are possibilities, BHVR just prefers to ignore them.

I have seen other companies however be able to tell the difference between them, but the fact that frequent disconnecting should eventually stack up in a penalty wait timer or a way to request to be less likely to be matched up with them in the future with a reset every year should be a thing.
