Downed survivors next to certain objects can't be picked up

After chasing an injured Leon around the killer shack as Wraith, he jumped into a locker and made me miss an attack. He jumped back out of the locker, where I promptly downed him. He was downed in a position that made him hug and face the locker after falling, and he never moved from that position. I wasn't able to pick up him to hook him. He stayed against the locker for the rest of match until he bled out. The screenshot I've provided shows that despite standing right over top of him, the prompt to 'Pick Up' does not appear. This bug has only happened to me once.
