Lethal Pursuer Perk on Ormond not working?...

Loaded up as Freddy with a Level 2 LP perk and when game started, the Perk never lit up or activate. It could be a bug or a hacker somehow cuz at end of game screen no one had Distortion Perk or anything. the loading did take a little bit longer than usual but negligible.
PS4Pro console on Ormond. Crossplay enabled.
