Repressed Alliance still 60 seconds

Repressed alliance was buffed to activate after 45 seconds, but still takes 60 seconds on live.

    While you are at it, maybe make the perk start active and then have a cooldown of 45/60 seconds instead of needing to be charged.

    Can confirm, used my exhaustion cooldown as a test and while my Sprint Burst came back my Repressed Alliance was still 2/3's done.
