Jolt not working *sometimes*

Downed survivor inside Ormond main building working on the main building gen and it didnt go off , I tough i maybe just got it back as i downed a survivor but then i downed another one and it still didnt go off, at that point I went to kick the gen and later on it was working fine after survivor touched it, not sure what caused it. Was playing Legion and downed both survivors with a basic attack. First time I had this happen to me and I play with Jolt a lot.
